Appeal allowed with full award of costs

An appeal has been allowed for a scheme of domestic alterations with a full award of costs to the appellant. Permission was initially refused for the scheme and this was reviewed by JWP and an appeal was suggested. The case centred on the appropriate use of Council guidance, in this instance it was not referred to despite being very relevant. The content of the guidance actually supported the scheme. The Inspector agreed with the stance taken by JWP and allowed the appeal together with a full award of costs for the appellant.
