Change of use from A1 to A5 approved in Plymouth district centre

Planning permission has recently been granted for a change of use from A1 to A5 in a busy district shopping centre in Plymouth. This followed on from extensive pre-application negotiations with the Council officers. Positive solutions were put forward to assist with the formal process to seek a way of overcoming potential concerns. This is an involved case which needed a careful policy appraisal to provide justification for the change of use and relied on a deep understanding of the local situation.
